Dear Sir / Madam:
In the Referenced letter, PECO Energy Company (PECO Energy) submitted License Change ^ Application (LCA) ECR 96-02071, in accordance with 10 CFR 50.90, requesting a change to the Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3 Facility Operating Licenses. This proposed change revises Technical Specifications (TS)
Surveillance Requirement 3.6.4.1.2 concerning Secondary Containment doors.
4 Based on several discussions between PECO Energy and U. S. Nuclear Regulatory Commission (USNRC) staff, the TS wording contained in the Referenced submittal is being revised for PBAPS, Units 2 and 3. This wording will maintain the requirement that the secondary containment is not breached at any time when secondary containment is i
required. This is achieved by maintaining the inner or outer portion of the barrier closed.
All secondary containment access doors are normally kept closed except when the access opening is being used for entry and exit of personnel or materials, or when maintenance is being performed on an access opening.
We have determined that this proposed revision does not alter the Information Supporting a Finding of No Significant Hazards Consideration or the Information Supporting an Environmental Impact Assessment of the Referenced LCA.
