Requalification Examination Exemption Request

Dear Mr. Murley:

In accordance with 10CFR55.ll, the Toledo Edison Company is requesting an exemption from the requalification written examination and annual operating test requirements outlined in 10CFR55.59 for the Davis-Besse Nuclear Power Station, Unit No. 1.

10CFR55.59 requires that each licensed (otrator and senior operator successfully complete a requalification program (not to exceed 24 months in duration), and pass a comprehensive requalification written examination and an annual operating test.

Based on this requirement, the requalification examination and operating test are currently scheduled to begin in late September, 1988 and conclude in early November, 1988.

Previously, this schedule fell outside the 26 veek fifth refueling outage with startup scheduled for early September, 1988.

However, due to unforeseen problems with the High Pressure Injection nozzles and thermal sleeves, the outage has been extended.

Consequently the requalification exam overlaps with plant startup and restart training. Therefore, an exemption for the requalification written examination and annual operating test is being requested until the January / February, 1989 timeframe to avoid adversely impacting plant startup and restart training.
