REQUEST FOR ADDITIONAL lNFORMATION, POSITION 2.2 (PART 1) 0F GENERIC LETTER (GL) 83-28, GRAND GULF NUCLEAR STATION, UNITS 1 & 2 (TAC NO. 52842)

By letter dated June 20, 1985, the licer.see for Grand Gulf Nuclear Station provided information regarding GL 83 28, Position 2.2 (Part 1) regarding equipment clsssification and vendor interface programs for all safety related components. The NRC staff is reviewing the submittal and finds tha'. additional information as described in the enclosure is needed to complete its review.

In order to support our review schedule, you are requested to provide the information identified in the enclosure by June 15, 1988. This request was discussed with Mr. Matt Crawford on May 2,1988.

The report and/or recordkeeping requirements of this letter affect fewer than l

ten respondents; therefore, OMB clearance is not required under P. L.96-511.

FOR GENERIC LETTER 83-28, ITEM 2.2 (PART 1)

The licensee for the Grand Gulf Nuclear Station, Units 1, 2 responded to Item 2.2 (Part 1) of Generic Letter 83-28 by a submittal dated June 28, 1985.

The staff has reviewed this response and finds additional information is needea for some of the sub-items of Item 2.2 (Part 1). The review guidelines used by the staff for these sub-items are listed below, followed by a brief evaluation of the licensee's submittals, and a listing of what the staff concludes is necessary to complete this item, item 2.2.1 - Program Requested Information Licensees and applicants should submit a program description which provides assurance that safety-related components are designated as safety-reluted on plant documents, drawings, procedures, and in information handling systems that are used to control safety-related activities such as work orders for l

repair, maintenance, and surveillance testing and orders for procurement of replacement parts.

Evaluation The licensee for the Grand Gulf Nuclear Station submitted information describing their existing classification program for safety-related equipment. We have reviewed this information and find that it fails to provide assurance that all safety-related components are identified as such on plant dccumentation that controls activities that may affect safety-related components.

Conclusion l

We conclude that the licensee's response is incomplete. The licensee should confirm that safety-related components are identified as such on plant i

j documentation which controls activities that may affect these components.

Item 2.2.1.3-Use of Equipment Classification Listing Requested Information J

j The licensee / applicant should confirm that the program for equipment classification includes criteria and procedures that govern the use of the r

equipment classification information handling system in determining that an

activity affects safety-related components and in identifying the appropriate t

i 2-i procedures to be used in performing maintenance, surveillance testing, parts replacement and other activities defined in the introduction of 10 CFR Part 50, Appendix B, that apply to these safety-related components.

Evaluation The licensee states that their administrative procedure "Determination of Safety / Quality Classification" is used by station personnel to determine if they are performing safety-related activities on components not listed on the Master Equipment List.

The licensee indicates that station personnel are to i

use the infonnation handling system to cetermine whether an activity is safety-related; however, the administrative procedures to require the use of j

the Master Equipment List were not conplete at the time of the licensee's submittal (Reference 2). The licensee does not confirm that the information handling system is used for identifying procedures to be used for safety-related activities.

Conclusion 1

The licensee's adminstrative procedures for use of the equipment classification system are incomplete. The licensee should confirm that the adminstrative procedures governing the use of the equipment classification system are complete and implemented.

Item 2.2.1.4-itanagement Controls 1

Requested Information The licensee / applicant should briefly describe the management controls that j

are used to verify that the procedures for preparation, validation and routine utilization of the equipment classification information handling system have j

been and are being followed.

1 Evaluation The licensee's response to this item describes managerial centrols that will be used to verify that the master equipment list has been prepared according to approved procedures and that its centents are verified.

The licensee's response does not describe managerial controls which verify that the master equipment list is being maintained current and that it is being used to determine, as needed, equipment classification.

Conclusion
