20555 Gentlemen Joseph H. Farley Nuclear Plant - Units 1 and 2 Response to NRC Bulletin No. 88-05: Nonconforming Materials Supplied by Piping Supplies, Inc. (PSI) at Folsom, New Jersey and Vest Jersey Manufacturing Company (VJM) at Villiamstown, New Jersey NRC Bulletin No. 88-05 requested a report providing a list of VJM and PSI supplied materials installed or to be installed in safety-related systems found to not be in conformance with applicable code requirements or procurement specifications, identifying the applications in which the materials are used, the material specification, nature of component, size, pressure rating and chain of purchase.
In addition, confirmation of completion of specified actions for these safety-related materials and commensurate actions for non-safety-related materials was requested.
Supplement 1 to this bulletin added the requirement to include test results in the written report and reduced the scope from all VJM and PSI supplied "material" to just "flanges and fittings." Supplement 2 was then issued temporarily suspending most provisions of the bulleting hovever, the reporting of results, as of August 3, 1988, is still required.
As of August 3, 1988 Alabama Power Company had performed an extensive review of its procurement documentation for Certified Material Test Reports (CMTRs) related to VJM, PSI and Chevs Landing Metal Manufacturers Incorporated (CLM).
Attached is a listing of eight applications, both safety-trlated (SR) and non-safety-related (NSR), in which documentatioa for the suspect VJH and PSI material was found.
No CLH material vas identified.
Alabama Pover Company, as a member of NUMARC, has monitored the ongoing NUMARC discussions with the NRC on means by which appropriate testing could be performed for suspect VJil and PSI flanges and fittings.
Based upon guidance received at a June 30, 1988 NUMARC vorkshop, testing of accessible safety-related suspect flanges and fittings was to be performed as follovs hardness testing for carbon steel, magnetic testing for stainless steel.
Testing for non-safety-related flanges and fittings was to be performed, if necessary, after the data fro 1 all utilities developed in response to the bulletin had been evaluated by NUMARC.
Inaccessible flanges and fittings, as provided by the bulletin, vould require a justification for continued operation (JCO).
