20555 PLANT HATCH - UNITS 1, 2 NRC DOCKETS 50-321, 366 OPERATING LICENSES DPR-57, NPF-5 REQUEST FOR EXEMPTION FROM EMERGENCY PLAN AFTER HOURS EXERCISE REOUIREMENTS Gentlemen:
Georgia Power Company (GPC) hereby requests an exemption from the Hatch Emergency Plan requirement of conducting an after hours exercise (6:00 p.m.
to midnight) until 1989.
The Hatch Emergency Plan requires that two after hours exercises be conducted during a five-year period, one between the hours of 6:00 p.m. and midnight and one between midnight and 6:00 a.m.
The 6:00 p.m. to midnight exercise is due to be conducted in 1988.
The Georgia Emergency Management Agency (GEMA) shares the after hours exercise requirement with Plant Hatch; however, they are not scheduled for evaluation by the Federal Emergency Management Agency (FEMA) until 1989.
FEMA evaluation is required for the state to receive credit for their after hours exercise.
The requested exemption would allow one exercise to be conducted which satisfies both Hatch and State Plan requirements and thereby precludes an unnecessary burden on GPC and state resources.
GPC has been advised that a representative of FEMA Region IV has already discussed this issue with T. R.
Decker, NRC Region II Section Chief of Emergency Preparedness, in response to a GEMA inquiry.
Additionally, GPC has had direct discussions on this issue with T. R. Decker, and bared on these discussions, we understand the requested exemption is feasible.
