Dear Dr. Grace:
Please refer to L. M. Mills's letter to J. P. O'Reilly dated October 5, 1984 which provided our response to OIE Inspection Report 84-33 for Browns Ferry (BFN).
In response Item 5, we indicated locked valve checks would be performed quarterly. This commitment has been implemented, but has required significant man-hours to complete. Since the violation in the subject report, the BFN system status control program has been upgraded to more accurately maintain valve status. Operations Section Instruction Letter 53, " Inspection Program for Locked Valves," provides that locked valves are to be checked for proper position and locking device installation annually.
Because of this upgrade and the significant man-hours required to perform the inspection, the commitment should be changed to read, " Locked valve checks will be performed annually to prevent recurrence of this problem." This has been discussed with the resident NRC inspector.
