Docket No. 50-604-CP ASLBP No. 88-571-01-CP ESTABLISHMENT OF ATOMIC SAFETY AND LICENSING BOARD Pursuant to delegation by the Comission dated December 29, 1972, published in the Federal Register, 37 F.R. 28710 (1972), and Sections 2.105, 2.700, 2.702, 2.714, 2.714a, 2.717 and 2.721 of the Comission's Regulations, all as amended, an Atomic Safety and Licensing Board is being established to preside over the following proceeuing.

AIChenlE Facility-2 Oliver Springs This Board is being established pursuant to a notice published by the Comission on April 28, 1988, in the Federal Register (53 F.R.

15315) entitled, "Receipt of Application for Construction Pemit, .

Availability of Applicant's Environmental Report, Consideration of Issuance of Construction Pemit and Notice of Opportunity for Hearing."

The proposed construction pemit would pemit the Applicant to use centrifugal machines to enrich nonradioactive isotopes at AlchemIE-Facility-2 located at Oliver Springs, Tennessee. The nonradioactive isotopes would be used in medical, industrial, and environmental and l

energy conservation purposes.
