May 5, 1988 The Honorable William S. Sessions Director, Federal Bureau of Investigation U.S. Department of Justice Washington, D. C.

20403

Dear Judge Sessions:

I am writing to express appreciation for the excellent support provided to the U.S. Nuclear Regulatory Commission (NRC) by the Federal Bureau of Investigation (FBI).

This was recently typified by the participation and assistance we received from Messrs. Anthony Betz and Allen Nash in support of an important exercise involving a licensed nuclear facility.

Additionally, I have just learned that Mr. Allen Seddon, Unit Chief of the Counter Terrorism Planning Unit, is being reassigned.

Mr. Seddon has provided invaluable assistance to us in the past.

I am therefore taking this opportunity to express our thanks for the highly professional manner in which he and other FBI personnel have always responded to our needs in carrying out our responsibilities to protect the public health and safety from the consequences of possible nuclear terrorism.

I am certain that Mr. Seddon's replacement will also be sensitive to our need to be informed promptly of threats or incidents at nuclear facilities, including generic informaticn regarding possible threats to such facilities, and that we will continue to enjoy the excellent support we have received from the FBI in the past.

Once again, I very much appreciate the assistance the FBI has always provided to us in support of our mission and look forward to continued close cooperation between our agencies.

Sincerely, o[b+ w.

IL.

Lando W. Zech Jr.
