SEABROOK CIRCUIT BREAKER INSPECTION REPORT NO. 50-443/98-07

Dear Mr. Feigenbaum:

This letter refers to circuit breaker team inspection conducted from August 3 - 7,1998 at

the Seabrook Station. The purpose of the inspection was to determine whether activities

authorized by the license were conducted safely, and in accordance with NRC

requirements.' Durir.g the exit meeting at the conclusion of the inspection on August 8,

1998, tha findings were discussed with you and other members of your staff.

The inspection was directed toward areas important to public health and safety. The areas

examined during this inspection included your medium-voltage and low-voltage circuit

breaker maintenance program, including procedures and calculations, operating experience

review, vendor manual and interface, and your self-assessment audit in these areas.

Within these areas, the inspection consisted of selective examinations of procedures, and

representative records, interviews with personnel, and observation of activities in progress.

.The inspection team determined that your overall breaker maintenance program was good.

Your recently completed self-assessment audit for the medium-voltage and low-voltage

breakers was thorough and your response to the findings had resulted in significant

improvement in the breaker vendor interface program. Your control voltage drop

calculations wars conservative and were generally thorough and of good quality.

- However, the team identified that your reviews of NRC Information Notices were, in some

'

cases, narrowly focused. Since the team only reviewed breaker-related notices, you may

want to determine whether this issue is more generally applicable to your operating

'

experience review program.
