SUBJECT:

FY1989 STANDARD PLANT DESIGN CERTIFICATION REVIEW BUDGET The current DEST mark for the EPRI and Standard Plant reviews of 5.4 FTE's and

$575X will have a substantial negative impact on the review schedule for these plants. DEST has estimated that it will result in a years slippage for two of the designs.

I believe this to be a reasonable estimate of the impact of the resource cuts.

If they were to stand, we should not actually delay two designs for a year but selectively balance the resources to meet certain major milestones among all four reviews.

- We s'1all hold fast to the Westinghouse PDA schedule and produce the PDA by years end.

- We shnuld also keep the EPRI review momentun going and get in place l

thr: design requirements for the 1000 MWe and 600 MWe plants.

- Tre third priority would be to hold the GE review schedule as the plant in almost completely designed, is under review by MITI, and will actually be built in Japan.

We would then devote the balance of resources to the CE and Westinghouse reviews.
