Dear Mr. Sanders:

This is in regards to your letter dated January 1,1988 (reference LA 87-85) by which you transmitted to Region II an essentially revised in total Chapter 9.0 "Recordkeeping System", as well as minor changes to certain other sections, of your currently approved Fundamental Nuclear Material Control Plan (FNMCP) dated April 1, 1987. The revisions (all identified as Revision 3.0) are as outlined on Page 1 (Items 1 through 5) of the first page of the attach-ment to the above referenced letter. Each change was submitted under the pro-visions of 10 CFR 70.32(c). Taking into account the scope of the changes to your FNMCP regarding Chapter 9.0, Region II requested that we undertake the entire review of Revision 3.0.

We have determined that the aforementioned revisions are as provided for under

! the provision of 10 CFR 70.32(c) in that the changes do not decrease the effectiveness of your safeguards program and that they will not adversely affect the common defense and security nor the public health and safety and is otherwise in the public interest. The approval of revised Chapter 9.0 dated January 1, 1988, as well as the other minor changes identified as Revision 3.0, are reflected in the following revised License Condition 1.1 of Safeguards Amendment SG-3 to your License No. SNM-1107. We are also taking this oppor-tunity to incorporate in License Condition 1.1,10 CFR 70.32(c) changes datec' l July l', 1987 (Revision 1.0) and October 1, 1987 (Revision 2.0) approved by Region II.

In addition to the foregoing, we are also revising License Condition 2.1 of l

Safeguards Amendment SG-3 to your License No. SNM-1107 to take into account Region II's approved 10 CFR 70.32(e) changes dated September 1, 1986 (Revision 8.0), July 1, 1987 (Revision 9.0) and October 1, 1987 (Revision 10.0) to your currently approved "Site Physical Security Plan" dated March 1, 1980. There-fore, both License Conditions 1.1 and 2,1 of your Safeguards Amendment SG-3 to your License No. SNM-1107 are hereby revised, effective immediately, to read as l follows

1.1 The licensee shall follow Chapters 1.0 through 10.0 of its "Fundamental Nuclear Matarial Control Plan (FNMCP) for the Columbia Fuel Fabrication Facility" dated April 1, 1987; Revision 3.0 dated January 1, 1988; the "Revision Record" l contained in the approved FNMCP (current to January 1, 1988);

and as may be revised in accordance with'the provisions of either 10 CFR 70.32(c) or 70.34.

2.1 The licensee shall follow the "Site Physical Security Plan -

Westinghouse Electric Corporation, Columbia, S.C.," dated March 1980; Revision 10.0 dated October 1, 1987; the "Revision Record" contained in the approved Physical Security Plan (current to October 1, 1987); and as may be revised in accordance with the provisions of either 10 CFR 70.32(e) or 70.34.

We have determined that the enclosure to your LA 87-85 letter, dated January 1, 1988 contains information of the type specified in 10 CFR 2.790(d). Accord.

ingly, pursuant to Section 2.790(d)(1), such information is deemed to be comercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
