Dear Mr. Russell:

This letter is to follow up my letter to you dated April 11, 1988 concerning Philadelphia Electric Conpany's (PECO) plans for self-assessment activities for Limerick Unit 2.

PECO is presently developing its Readiness Verification Program.

i The objective of this Program is to provide a managed program of independent verifications and self-assessment activities that will provide additional confidence to PECO management that Lifterick Unit 2 is ready to be licensed and placed into contrercial operation. The Readiness. Verification Program will consist of two principal elements that, taken together, will provide a conprehensive independent measure of Limerick Unit 2's readiness for operation.

These elements are:

The IDCA is a vertical slice assessment of both design and construction. As such, it encompasses both the activities and results typically assessed by both an Independent Design Inspection and a Construction Assessment. We are prepared to describe and entertain NRC comment on our system selection criteria, candidate system for assessment, schedule, documentation methods, and IDCA vendor selection. It is PECO's intention to start the IDCA by early July,1968 and complete it by Nover ber,1988.
