SUBJECT:

CONTINUATION OF CONTAINMENT LEAKAGE PATE TEST WITH EXCESSIVE LOCAL LEAKAGE By letter dated March 3, 1988, Louisiana Power and Light Company (LPAL) requested a partial exemption forn Appendix J, "Primary Reactor Containment Leakage Testing For Water-Cooled Power Reactors." The request was to allow for a method to successfully complete the Containment Integrated Leakage Rate Test (CILRT) when it is determined that excessive local leakage exists. The method described in the LP&L letter has been reviewed and as described in the attached Safety Evaluation, is an acceptable rethod for successful completion of the CILRT. The local leakage path must be isolable and testable and the "as found" and "as left" condition used to conservatively determine containment integrity and subsecuent frequency of testing. As such, the method proposed and detailed in the Safety Evaluation is approved.

We have further reviewed your Updated FSAR and believe LP&L is approaching the acceptable means although the Updated FSAR does not explicitly address each of the test provisions. If the LPAL program includes the provision noted in the Safety Evaluation, it meets the requirements of Appendix J and an exemption is not required. If this is not the case, LP&L should restate the exemptien request and provide more explicit description of the Updated FSAR provisions.

If this is not the case, LPAL should restate the exemption request and provide more explicit description of the Updated FSAR provisions.
