In accordance with the provisions of Section 182a, Atomic Energy Act of 1954, as amended [42 USC 2232], the enclosed report is submitted in response to Reference (b).
Maine Yankee has never experienced conditions that would be indicative of steam binding of the auxiliary feedwater system (AFW). Nevertheless, as described in the enclosed report, appropriate actions have been or are schedaled to be taken to diagnose this condition and to restore any affected equipment in the unlikely event that it did occur.

IE Bulletin 85-01, Steam Binding of Auxiliary Feedwater Pumps, dated October 29, 1985, requested operating reactors to:
(1) develop and implement procedures for monitoring fluid conditions within the auxiliary feedwater system (AFW) on a regular casis, and (2) develop procedures for recognizing steam binding and for restoring the AFW system to operable status should steam binding occur. A written report describing the methods used to accomplish these actions, including implementation dates, was requested pursuant to the provisions of the Section 182a, Atomic Energy Act of 1954, as amended. The following information addresses this request.

Monitoring Fluid Conditions During 1984, Maine Yankee Atomic Power Company took appropriate actions in response to three reports (Ref.1, 2, 3) on backleakage of hot fluids, causing steam binding, and disabling AFW pumps. In November, 1984, the Primary Operators Log was modified to require the Primary Auxiliary Operator (AO) to monitor the fluid conditions in the AFW system, by touching the pipe, once per eight-hour shift.

M AINE YANK IE ATOMIC POWER COMPANY We have reexamined our previous actions regarding steam binding in AFW systems in light of IEB 85-01. The Primary Operators Log has, effective February 16, 1986, been further modified to include additional instructions to the Primary A0 on the purpose of the AFW line temperature monitoring and appropriate restorative actions if steam binding is suspected. Completion of the Primary Operators Log is a normal duty of the Primary A0 in accordance with the provisions of Operating Procedure (OP) 1-26-4 (Rev. 0), " Responsibilities and Authorities of Operating 1
Personnel". The Plant Shift Superintendent (PSS) or the Shift Operating Supervisor (SOS) is required to review and sign the log following its completion. The monitoring of fluid conditions in the AFW system has been adequately addressed at Maine Yankee through appropriate administrative controls. Nevertheless, to ensure diat the format and content of the Primary Operators Log receives appropriate periodic review, 1

The Primary Operators Log (MY-0-72-84) will be incorporated into an Operations Department procedure by April 1, 1986.

Recognition of Steam Binding and Restoration of AFW Systems Energency Operating Procedure EOP 2-70-6, Loss of Feedwater, was revised and issued November 11, 1985, to include Step 2.1.1, which describes the actions necessary to restore the AFW pump to operable status if steam binding has occurred.

Training Accomplished Material on the AFW pumps being di.sabled by back leakage has been included in the Auxiliary Operator Qualification Program, and was first presented on December 17, 1984. Training on steam binding for both licensed and non-licensed operations personnel is included in the annual requalification training program.
Training on this subject was most recently completed on February 12, 1986.
We have incorporated the aforementioned change to EOP 2-70-6 in our Annual Licensed Operator Continuous Training (LOCT) Program.
