1. I arn the Senior Associate at Radioactive Waste Management Associates, a private consulting firm based in New York City. On November 20,1997 and January 16,1998, I prepared declarations which were submitted to the Licensin8 oard by the State of Utah in B

support ofits contentions regarding Private Fuel Storage, LL.C.'s proposed Independent Fuel j

Storage Installation. A statement of rny qualifations was attached to November 1997 declaration.

2. I am familiar with Private fuel Storage's ("PFS's") license application and Safety Analysis Report in this proceeding, as well as the nonpropietary versions of applications for the storage and transporta6on casks PFS plans to use. I am also familiar with NRC regulations, guidance documents, and environmental studies relatin5 to he transportation, storage, and disposal of spent nuclear power plant fuel, and withWRC decommissioning requirements.
3. I assisted in the preparation of, and have reviewed, the State of Utah's Contention B 1, License Nooded for Intermodal Transfer Facility. The technical fhets presented in the State's Reply regarding those contentions are true and correct to the best ofmy knowledge, and the conclusions drawn from those facts are based on my best professional judgment pao.

1) Private Fuel Storage LLC letter, Parkyn to Carpenter, Application for Transportation on Federal Lands, dated August 28,1998 Enclosed is a revised first page to the right-of-way application for the Intermodal Transfer Point that was transmitted in Reference 1. A clarification has been made for Project Description items 7 (e) and (f) in explaining the number of rail shipments per week and transportation casks per shipment. The text has been changed from "less than one rail shipment per week" to "two rail shipments on average" in 7 (c), and from "each rail shipment consists of 3 - 5 transportation casks" to "1 - 3 transponation casks" in 7 (f).

(a) The right of way (ROW) will be used 'o construct anintermodal transfer point (ITP) next to the Union Pacinc mainline 1.8 nules West ofTimpee. Utah.

  • lNTERMODAL TRANSFER PotNT/SKUU, VALLEY ROAD.*

C) The ITP wiR be use as part of the transportaten of spent commercel nuclear fuel to the Private Fuel Storage Facihty (PFSF) a temporary spent fuel storage see. The sealed transportaten casks Whl be transferred from rma cars to trucks at the ITP for further shipment to the PFSF vs Skus Valey Road. See desenpten of the PFSF in ER Sec. 3.2.1.2,' STORAGE FACluTY.*

(c) The ROW is apprournately 9 acres of Rat land located between the Union Pecenc mainline and the I-80 frontage rood (2 acres of Union Pacinciend wil ateo be used). The facildes wdl include one metal building (80 ft by 200 ft) and a 30 ft unde by 500 ft long access road connectmg the ITP to an ensbn0 frontage road. The iTP also includes red sidegs, whch are on Union Pacene nght of way. See ER Sec. 3.2.1.4, *lNTERMODAL TRANSFER PolhT/SKULLVALLEY ROAD.*

(d) Term of use expected to be 60 years.

(e) During the initial years of operaten unta the storage facihty reaches its capacity of 4000 stored canisters, it is expected that between 100 to 200 4

shipments of transportaten casks wdl be shipped to the arte each yest, resuthng in two rail shipments on everage per week being transferred to trucks at the ITP throughout the year. At the end of the storage facNey's life, the 4000 canisters will be shipped from the site to the Department of Energy. See details in ER Sechon 3.3, *FACIUTY OPERATION.*

Each rail shipment consiste of 1 - 3 transporteten casks to be transferred to trucks. See ER Sec.1.2. *NEED FOR THE FACILITY,' for o es dotaded docussion of the anticipated shipment volumes C). Construchon of the ITP is scheduled to bege at the beginning of 2001 and last about 1 year. See ER Sec.1.3.
