SUPPAPY OF THE MARCH 31,198E NUVAPC - hPC MEETING ON MOTOR OPERATED VALVE PERF0FPANCE The hRC staff met with represer.tatives from huhARC, INPO, NMAC (EPPI), and the nuclear industry on March 31, 1988 in Washington, D.C. , to receive an inforn,a-tion briefing about the industry prograni to address motor operated valve (MOV) perforniance and reliability prcblems. This was a followup neeting to ur.derstand the progress of the industry program in response to the E00 request in December 1986. This memoranduni provides a surnary cf the meeting. Enclosure 1 is a list l of meetirig attendees. Ericlosure 2 is the reeting agenda.

l The NPAC effort, under the direction of a Technical Advisory Group (TAG),

involves development of a Naintenanm Cuide (Repair Standard) and an Application Guide. The preparation of the docucents is being dcne by two l separate ceepanies under contract to hPAC (EPPI). The Maintenance Guide has been under development since September 1987. It was reported that the TAG meeting on March 31, 1988 resulted in several suggestions for revisions to the draft. The draft has n. ore than twenty sections addressing areas such as torqut/lirrit switch setup, basic electrical control, design consideratier.s for actuator and rotor sizing, environmental qualification data, preventive maintenance evaluation, equipment inspection, predictive c>aintenance, actuator f ailure acdes, failure analysis to deterr.ine cause and corrective action, and precperaticnal/ pest maintenance testing. is planned soon after a fir.a1 review of the draft scheduled for early Jure 1988. ffAC will publish and distribute the docun.ent. It is plar.ned that the haintenance Guide will be n.aintained and updated as needed.

The /i plication Guide is in the initial planning phase. The contractor has established a scope of issues to be addressed. Pajor engineering issues are matching the valve to system requirements, matching the operator to valve and system requirements, and establishing operator settings from the valve and system requirements. An initial tiraft is scheduled for late suseer 1988. ,

Additional Emphasis on POV Paintenance During Evaluation and Assistance Visit.

Verify implementation of SCER 83-9 on Paintenance, Training, and Testing.

Identify Good MOV Performance and Contrunicate lesscns Learned.

A letter to senior utility managerrent te highlight P.0V problems and stress the importance of resolution to assure POV perfortar.ce was issued by IfTO in September 1987. In addition, INPO Evaluation and P/FT visits have included an extra urphasis for 2 to 3 days to review P.0V programs. D.T0 has visited approxirrately 27 plants, including two with E. Brown, AE00, as an observer, as part of this increased attention for POVs. Visits to plants with good POV pro-grams have identified that son.e attribu,tes of a good program include issues such as POV prcgram control (including interface between departnents), design review, design ccr. trol, prncedures, training and qualification, program / testing in.plen.entation, preventive mainter.ance, and a

a lp I spare parts program. INPC plans to issue a comunication this year (1988) to identify elen,ents of a goed POV program. The POV reviews at cperating plants will be continued as part of the INPCEvaluation and VART visit. Also, a maintenance managers workshop is planned for October 1908. Copies of the i viewgraphs of the INPO presentation are provided in enclosure 4.

The NPC staff indicated they plan to n:eet to review the overall EUVARC  ;

(industry) E0V program with respect to various staff programs. The intent is l that the staff and h0 MARC efforts will be certplementary.
