On February 7, 1985, the Cccmission desided to adopt the
~
Policy Staterrent on Training and foalification making the INPO-eana yd Training Accreditation Program the focus of training improvement in the ind;stry. On June 10, 1985, the Commission r.et with representatives of the INPO Acc.reditation Board to discuss the status of training accreditation. During that oceting, the INP0 staff voiced a concern that at least one Region is conducting numerous intensive training inspections, raising complaints from the utilities involved that they are spending time on NRC inspections that could be spent on preparatice for accreditation.
Discussion:
The enclosed memorandum to the Regional Administrators describes the approach to be taken and the respective responsibilities for training evaluation during the period the Policy Statement is in effect. 14RR is responsible for evaluation of the INPO Accreditation Program while IE and the Pegions are responsible for evaluation of training effectiveness at the individual utility sites. All three orgsnizations will participate in any event-based evaluation as related to the perceived reason for the event.
NRR will be responsible for integrating the findings from all the efforts and preparing the report to the Commission.

i The Comissioners Criteria used for the NRR reviews are derived from the five essential elements of training as described in the Policy Statement and are consistent with INP0 85-002, "The Accreditation of Tralr.ing in the Nuclear Power Industry."
The IE/ Region inspections will be performance-based and will use revised inspection mcdules IP 41400 and IP 41701. The staff will utilize its quarterly information exchange meetings with INP0 to discuss any programatic concerns that have been identified through our inspection or reviews.
The Comission should note that staff in-depth reviews of training programs will be limited to plants which have been accredited. Thus, NRR will review plants which have shown initiative in pursuing perforr:ance-based training, implementing training program improvements and successfully achieving accredited status. Plants which are slow in pursuing accreditatten, which are having difficulty preparing for accreditation, or which have had accreditation deferred will not be reviewed by NRR during the evaluation period.

" event-based.eview" or a review based on deficiencies that have been noted in irspection or SALP reports.

SUBJECT:
NRC RESPONSIBILITIES FOR POLICY STATEMENT ON TRAINING AND QUALIFICATION During the June 10, 1985, Comission meeting with INPO Accrediting Board Members, the INPO staff voiced a concern that Regional activity in training inspection could be taking time away from the utilities that might otherwise be devoted to preparation for INP0 accreditation. The purpose of this l
memorandum is to clarify any possible confusion that the industry concern may j
have raised regarding Regional inspection activity versus NRR's f
responsibilities to review the INPO Accreditation Program.
l Enclosed is a briefing package presented to the EDO on July 19, 1985, which describes the approach to fulfilling the NRC's responsibilities under the l
Policy Statement on Training and Qualifications. The package includes the various review and inspection responsibilities as distributed among NRR, IE and the Regions.
In general, NRR is responsible for avaluatfor of the INP0 Accreditation Program while IE and the Regions are responsible for evaluation of training effectiveness at the individual sites. All three organizations will play a part in any event-based evaluation as related to the perceived i
reason for the event. NRR will be responsible for integrating the findings from all the efforts and preparing the report to the Comission.
As part of the effort to evaluate the INPO program, NRR will observe INPO team visits and Accreditation Board Meetings and will review plant-specific accreditation documents at INP0's office.
NRR also plans to independently conduct an in-depth review of the content and implementation of utility training programs at selected plants through post-accreditation reviews. The criteria to be used for these reviews differ in intent and substance from those of an NRC training inspection in that they specifically check for the presence of the five essential elements of.
training as described in the Policy Statement.
These criteria will also be used in reactive reviews to follow up on events or findings which call into question the effectiveness of accreditation, f
s Addressees August 14, 1985 The Regions and IE will fulfill their responsibilities to evaluate training effectiveness at utilities through implementation of the new training inspection modules, IP 41400 and IP 41701. Also, all SALP reports will include a training element which sumarizes the utility's effectiveness in adbering to the principles of performance-based training. Regional support will be necessary to assist NRR in post-accreditation reviews, reactive reviews and for observation of INP0 accreditation team visits.
In order for NRR to integrate the findings of all NRC efforts, it is important that the Regions:
Include NRR/DHFS on the distribution list for those inspection reports in which the Region has identified training deficiencies during inspections under IP 41400 and IP 41701; and Provide input to the progress report due to the Comission in March 1986. This report will address the issue of whether perfonnance improvements are being effected by participation in INP0 accreditation.
