subject to prior Cor=nission comments and direction provided in a SECY to IDO =amorandum of July it,1980 .(attached) and in the Co= mis.sion meeting of July' 15, 1980.

The . staff is authorized to develop and implement the proposed program for conducting independent verification testing and inspection of safety-related equipment's environmental ,

qualificaticas. The Office of Inspection and Enforcement should ensure that an adequate number of personnel are dadicated to the independent verification testing program.

In addition, the Co= mission requests that the staff: ,

i 1. Report to the Co:=nission on how pre-Comanche Peak equipment is to be treated.

2. Give a high priority to the testing of existing equipment -

and- to the long-range program activities outlined on page 8 of Enclosure 1.

3. Adviss on the advantages and costs of obtaining an additional separate test chamber at the Sandia facility in order to ensure that this independent testing proceeds on schedule. (SECY Suspense: October 24, 1980)

. 4. Advise on tha i= pact on the overall program of requiring that at least 50 percent of the testing conducted at Sandia for NRC be on existing equipment (e.g., equipment identified using Task 11, outlined on page 10 of Enclosure 1 to SECY-80-319).
