Spent Nuclear Fuel (SNF) Storage Activities under Privatization Initiatives (OPE-SFP-98-331)

Dear Mr. Paperiello:

In an effort to place Department of Energy (DOE) spent fuel in new interim dry storage, for future shipment from the Idaho National Engineering and Environmental Laboratory (INEEL),

DOE-ID is proceeding with the SNF Dry Storage Project. A Request for Proposals (RFP) will be issued to solicit a single vendor to design, obtain a license, construct and operate an Independent Spent Fuel Storage Installation (ISFSI) and associated dry transfer functions. The installation will be located at the Idaho Nuclear Technologies and Engineering Center formerly the Chemical Processing Plant (ICPP). Award of a contract is scheduled for late spring of 1999.

The three fuel types planned for inclusion in this facility are listed below, along with the associated metric tons heavy metal [MTHM] in each fuel and the estimated number of storage canisters (SC). The storage canister count is based on one commercial system and was used for estimating purposes.

2- September 23,1998 Funding for this project was obtained under the current DOE privatization initiative. As part of this initiative, DOE is seeking procurement of a standard commercial SNF storage system -

modified to meet the specific characterictics of our fuel. It is our desire that the private vendor, es the designer and operator of the facility, would apply for and hold the 10 CFR Part 72 NRC license. The vendor would also pay for the NRC license application review and subsequent

. annual fees End inspections. DOE would remain accountable as the SNF owner and would underwrite responsibility for nuclear indemnification and eventual decontamination and decommissioning of the facility.
