DOCKETS 50-266 AND 50-301 RESPONSE TO NRC BULLETIN 88-05, INCLUDING SUPPLEMENT 1 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 NRC Bulletin 88-05 and Supplement 1, "Nonconforming Materials Supplied by Piping Supplies, Inc., at Folsom, New Jersey and West Jersey Manufacturing Company at Williamstown, New Jorsey",

dated May 6 and June 15, 1988, respectively, required all licenscos to review procurement records to determine whether Piping Supplies, Inc., (PSI) or West Jersey Manufacturing Company (WJM) had supplied materials (fittings and flangos) to their facilitics.

The Bulletin required that the licensco provido a list of materials supplied by PSI and WJM that were found not to be in conformance with applicabic codo requirements or procurement specifications.

Actions were to be taken to provido assuranco that material roccived from PSI and WJM mot applicable code requirements and procurement specifications or to demonstrate that such materials were suitabic for the intended service.

Supplement 1 to the Bulletin added the requirement that suitable testing be performed on all installed, accessible material to identify conformance to appropriato material specifications.

This letter provides our response to the subject Bulletin and Supplement for Point Beach Nuclear Plant, Units 1 and 2.

The attachment to this lotter consists of a listing of materials supplied by PSI or WJM, the results of testing of such material, and the disposition of the material.

NRC Document Control Desk September 7, 1988 Page 2 Supplement 2 to this Bulletin, which reduced some of the Bulletin requirements, was issued subsequent to much of our work beina completed.

Accordingly, this response reflects actions which exceed those required by Supplement 2.

In response to this Bulletin, direct QA-scope material procurements dating back to 1971 were reviewed.

In addition, on-site mechanical contractors who have performed modifications on QA-scopo systems were requested to review their procurement records; and modification documentation packages associated with work performed by these contractors were reviewed to determine if any PSI or WJM material was installed.

This effort encompassed the time frame from 1976 to the prosent time.

All reviews were designed to identify material supplied directly from PSI and WJM or material supplied through subvendors for which original PSI or WJM documentation (certificates of conformance or certified material test reports) was provided.

Material supplied through subvendors, and recortified by the subvendor, could not be traced back to PSI or WJM by these reviews.

In this regard we will participate in the NUMARC industry program which is set up to pursue this issuo.

We understand, based on the information in Supplement 2 to the Bulletin, that this program has boon temporarily suspended.

Through the above reviews, we identified eightcon flanges that had been supplied by WJM through a subsupplier (ITT Grinnoll) to Point Beach.

Of these eightoon flanges, two are currently installed in plant systems.

Fiftcon of the flangos, including those installed, were hardness tested using an EQUOTip hardness tester in accordance with the guidelinos provided through the NUMARC industry program.

Further, two of the in-stock flangos woro provided to Bechtel to be chemically and physically tested, also as part of the NUMARC industry program. (Results of tests are not availablo at this time.)

One of the flanges was installed on a hydrostatic test fixturo and was unavailable at the time of the testing.

As noted in the attachment, three of the in-stock flanges that woro hardness tested were not acceptable por the critoria established via the NUMARC industry program.

All flanges (not including the two installed and the two sont to Bechtol) are now appropriately identified and segregated to provent their inadvertent uso.

At this timo no further action, other than to participate in the NUMARC industry program as necessary, is anticipated.
