NRC Participation in Nuclear Power Emergency Exercises.
CRCpD P.ecommendation: That the NRC emergency response teams should frequently participate in nuclear power emergency exercises, at least every other year, in concert with the off site exercise involving State emergency response. teams.
NRC Status:
Each of the five NRC Regions pari'-ipstes in a full-participation emergency preparedness exercise one to four ti.es a year with utility, State i
and local organizations. These exercises alternate among different States so thbt Regions may remain current on each State's response capabilities. NRC headquarters staff supports niny of these exercises by activating the NAC Operations Center - not only for power reacitr exercises, but for transpor-tation, r.aterials and safeguarG3 exercises e.s well.
Each nuclear power reactor licensed is required by regulation to exercise its emergency plan annually, while each State fully participates in one offsite exercise every two years. The. licensee is responsible for making protective action recomnendations to offsite agencies during an event, it is the role of the NRC to assure that the licensee has followed their approved procedures to properly classify the event end to promptly notify offsite agencies of any recommended protective action. The hRC believes that the present level of participation by t".e Regions and by Headquarters in nuclear power emergency exercises is adequate.
