SUBJECT:

MINUTES OF MEETING WITH WESTINGHOUSE ELECTRIC CORPORATION ( W ) AT WHITE FLINT BUILDING On March 24, 1988, Westinghouse Electric Corporation ( W ) presented to the NRC staff a description of the process used by them to dedicate commercially procured parts for use in safety-related applications.

Comercial grade components such as circuit breakers and relays are refurbished, dedicated, and shipped as Class 1E components with Certificates of Compliance from W's Seco Road facility in Monrceville, Pennsylvania. A copy of the abstract describing the (( dedica-tion process is enclosed.

After the presentation, the Vendor Inspection Branch briefly discussed the applicability of 10 CFR Part 21 reportability requirements and stressed the necessity to evaluate the safety significance of component failures. Specif-ically, the evaluation should consider if the failure of a basic component resulted in a condition or circumstance that could contribute to the exceeding of a safety-lir..it, as defined in the plant specific technical specifications, even though the potential offsite radiological exposure would have been below the NRC guide-lines.
