TMI-1 STATUS REPORT FOR THE PERIOD FEBRUARY 14-21, 1986 Enclosed is the TMI-1 weekly status report from the NRC Resident Office. The enclosed report covers the period from 8:00 a.m., February 14, 1986, to 8:00 a.m., February 21, 1986, and is issued weekly by Projects Branch No.1.
These reports are intended to provide NRC management and the public with high-lights from an NRC regulatory perspective of TMI-1 activities for the previous week. Subsequent inspection reports will address most of these topics in more detail.

ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD FEBRUARY 14-21, 1986 1.
Plant Status As of 8:00 a.m. on February 21, 1986, TMI-1 was at 100?4 power with normal reactor coolant temperature and pressure.

Facility Operations Summary Reactor power was maintained at.'00?4 throughout the report period.

TMI-1 Staff Status During the Period During this report period, routine coverage was provided by the normal Region I organization. The staff consisted of the senior resident inspec-tor and resident inspector, supplemented by several Region I based inspec-tors listed in paragraph 5.
The staff's inspection plan for the month continued to be implemented; this week it covered the primary functional areas of operations, mainte-nance, surveillance, and radiation protection.
The staff continued to evaluate the performance of the plant and licensee personnel.
The last weekly status report for the period February 7-14, 1986, was issued on February 18, 1986.

Special Interest Items Prehearing Conference for Mr. Charles Husted A prehearing conference for Mr. Charles Husted was held February 19, 1986, at 9:30 a.m.,
in Harrisburg.
The prehearing conference discussed the admissibility of parties and contentions, discovery, and hearing time schedules.
The presiding judge is expected to rule shortly on these issues.
The purpose of the proposed hearing will be to determine the appropriateness of an appeal board condition restricting Mr. Husted from serving in certain capacities at TMI. Mr. Husted, a GPU Nuclear employee, is a former licensed operator-training instructor at TMI-1.
Safety System Functional Inspection A Performance Appraisal Team (PAT) from the NRC Office of Inspection and Enforcement will conduct a team inspection from March 3-27, 1986, at TMI-1.
A meeting was held by the inspection team leader and other team members with the licensee on February 20, 1986, to obtain procedures, drawings, and other information needed by the team to prepare for the planned inspection.

2 The inspection is being conducted to assess the operational readiness of the emergency feedwater system and the integrated control system.
This assessment is to be comprehensive and will include:
the capability of the system to perform all of the safety functions required of it by its design basis and safety analysis; whether the system has been adequately tested to demonstrate that it will perform all of the safety functions required of it; whether the system's components (with emphasis on pumps and valves) have been adequately maintained to ensure their operability under all postulated conditions; whether operator / maintenance technician training is adequate to en-sure proper operation and maintenance of the system; whether the system initiating and control functions are effective and reliable; whether the human factors considerations relative to the system (e.g.,
accessibility and labeling of valves) and the supporting procedures are adequate to ensure proper operation under all accident conditions.
This is one of two PAT inspections directed by the Commission in its Re-start Order. Similar inspections have been performed at three other fa-cilities and have been found to be extremely effective in identi fying problems regarding operational readiness of safety systems.
