Dear Mr. Maheras:

l In a letter dated July,17,1998, you requested an estimated cosi and schedule for the NRC staff review and evaluation of the Siemens' TELEPERM XS topical report that describes the design of digitalinstrumentation and control eouipment to be used in safety systems of nuclear power plants The staff has the following estimated cost and schedule for these. The staff's estimate is based on a scope of work as follows:

1. The primary emphasis of the review will be on the generic qualification of the Siemens TELEPERM XS system. We understand that it is Siemens' intention to offer this product for use in safety systems in US nuclear power plants.
2. The general topics you listed in your letter will be addressed in the staff's review including seismic, environmental, noise and fault protection, and electromagnetic interference / radio frequency interference immunity (and emissions), and software design. A more complete listing can be found in Section 7 of the Standard Review Plan along with the specific requirements, regulatory guides and referenced standards. The NRC reviewer for the Instrumentation and Controls Branch will coordinate with other disciplines within the NRC as required. It is expected that there will be little involvement by other groups until a plant i

specific application is made.

3. The staff will review and evaluate the Siemens methodology for assessing diversity and l

defense-in-depth of a nuclear power plant instrumentation and control systems. A

methodology that is acceptable to the staff is described in the Standard Review Plan.

4. Some items described in the Standard Review Plan cannot be reviewed on a generic basis

l without plant specific information. These items will be described in the safety evaluation report

for the TELEPERM XS topical report, j

5. The staff will follow the review and acceptance criteria described in the Standard Review Plan.
6. To the extent possible the staff will review design documentation at the Siemens US offices to minimize travel and related expenses.
7. The staff will conduct a one-week review and audit at the Siemens facility in Germany during the week of September 28.1998. In addition to reviewing proprietary design documentation, we will discuss the design with your staff and other interested parties such as Technischer OberwachungsVerein and Gesellschaft for Reaktorsicherheit. If necessary, a second visit may be required in January,1999.

-2 September 25, 1998 We enticipate that we will provide requests for additional information and identify the information that we believe will be needed to be placed on the docket by October 23,1998.

We request that you provide responses to these information needs by November 9,1998. We request a meeting for approximately the week of December 7,1998 to identify any open issues and means for their resolution. We believe this meeting can be accomplished in the US with your US representatives. Our goal is to provide a draft safety evaluation report from our reviewers for management review in March,1959. The management review typically requires another 6-10 weeks.

We estimate that the total review effort will be approximately 500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br />, plus travel expenses for a total cost of approximately $65,000. If a second trip is required or there is extensive need for additional translations that cannot be provided during the September 1998 audit or by your US representatives, the total cost estimate may be as high as $80,000. We will keep your representatives informed on a regular basis throughout the review of the status of the technical resolution and cost expenditures.
