SUMMARY
OF MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND SNC REPRESENTATIVES TO DISCUSS THE PLANT HATCH LICENSE RENEWAL PROCESS On August 18,1998, representatives of SNC met with the NRC staff in Rockville, Maryland, to discuss the Plant Hatch license renewal process. The meeting was requested by SNC to provide background information on Plant Hatch license renewal efforts, SNC's intentions with respect to submittal of a license renewal application, and support requested from the NRC staff.
i A list of meeting attendees is provided in Enclosure 1. A copy of the presentation material discussed at the meeting is provided in Enclosure 2.
The SNC presented an executive overview of the Hatch License Renewal Program. SNC plans to continue to participate in the industry efforts, including those involving the Nuclear Energy institute (NEI) License Renewal Working Group, the NEl License Renewal Implementation Task Force, the Electric Power Research Institute Life Cycle Management Subcommittee, the Boiling Water Reactor Vessel Internals Projects (BWR VIP) efforts, and the Westinghouse Owners Group Life Cycle Management Committee. SNC emphasized the need for the NRC's review of l
previously submitted Owners Group documents (BWR VIP reports) as SNC intends to incorporate the reports by reference into its application. In addition, SNC described its collaborate teaming approach with PECO Energy and Northern States Power in preparing license renewal documents for Plant Hatch.
The SNC stated that it is committed to license renewal for Plant Hatch and will continue to pursue it as long as it is economically feasible. The current schedule is to complete an t
application by December 31,1999, in preparation for submittal during the first quarter of the year 2000. SNC also discussed the feasibility of submitting Plant Hatch license renewal k
documents electronically.

s' s September 24, 1998 At the conclusion of the meeting, Michael Kohn from the National Whistleblowers Center (NWC), described concerns related to Southern Nuclear and unresolved complaints of one of the NWC'a clients. Mr. Kohn provided the NRC staff with related records. Mr. Christopher Grimes, NRC, stated that the concerns did not appear to relate solely to license renewal, and that these concerns should be pursued through the appropriate process to the extent that these concerns apply to the current plant operation.
