Haddam Neck Plant Proposed Revision to Technical Specification Fire Detection and Spray System Pursuant to 10CFR50.90 Connecticut Yankee Atomic Power Company (CYAPCO) hereby pro; is to amend its Operating Licensing, DPR-61, by incorporating the attacht.d proposed change into the Haddam Neck Technical Specifications.

The proposed technical specification revision is provided as Attachment 1. The changes discussed below were previously identified by CYAPCO in letters dated July 16,1982(1) modifications by and letterDecember 15, 1982.(2) dated November The NRCThe 14, 1984.0 ) accepted the proposed modifications associated with the subject technical specifications were installed in August, 1985, pursuant to 10CFR50.48, and administrative Technical Specifications were issued. The modifications are being added to the technical specifications because they protect safe shutdown equipment. They are:

o Directional spray water suppression system installed in cab!c spreading area hallway (Fire Area S-17) to protect safe shutdown equipment.

1 o Water curtain-type automatic directional spray system installed around the four service water pumps with a branch-line separating pumps A and B from pumps C and D in the screenwell pumphouse pump motor room (Fire Area Pl/P2).

o Two early warning fire detectors installed in the auxiliary feedwater pump room (Fire Area R-5).

The purpose of the proposed change is to incorporate three new fire protection systems into the Hmidam Neck Technical Specifications. These systems are required to meet Appendix R of 10CFR, Part 50, and protect safe shutdown equipment. To incorporate these new systems, additions are being made to Technical Specification Section 3.2.2.G and Table 3.22-2.

CYAPCO has reviewed the attached proposed change pursuant to 10CFR50.59 and has determined that it does not constitute an unreviewed safety question.

Specifically, the margins of safety as defined in the Technical Specifications Bases are maintained, in addition, the probability of occurrence or the consequences of previously analyzed accidents have not been increased and the possibility for a new type of accident not previously evaluated has not been created. The proposed change includes three new systems in the Haddam Neck Technical Specifications, thus providing an improved level of protection as compared to the existing technical specification for fire protection systems.

CYAPCO has reviewed the proposed change, in accordance with 10CFR50.92, and has concluded that it does not involve a significant hazards consideration.

The basis for this conclusion is that the criteria of 10CFR50.92(c) are not compromised, a conclusion which is supported by our determinations made pursuant to 10CFR50.59. Additionally, the Commission has provided certain examples (48FR14870, April 6,1983) of actions not likely to involve a significant hazards consideration. The proposed change is similar to example (ii) because it is a change that constitutes an additional limitation, restriction or control not presently included in the technical specifications; for example, a more stringent surveillance requirement. The proposed revision incorporates three new systems to the technical specifications, thus providing an improved level of protection as compared to the existing technical specifications for fire protection systems.

Issuance of the requested ameadment wili provide further assurance that appropriate fire protection systems will be operable if called upon to operate.

The Haddam Neck Plant Nuclear Review Board has reviewed and approved the attached proposed revisicn, and has concurred with the above determinations.

In accordance with 10CFR50.91(b). CYAPCO is providing the State of Connecticut with a copy of this proposed amendment.

Pursuant to the requirements of 10CFR170.12(c), enclosed with this amendment request is the application fee of 5130.00.
