Dear Mr. Thomas:

Enclosed are the U.S. Nuclear Regulatory Commission's (NRC) Fiscal Year 1985 Accomplishment Report of Affirmative Action for Minorities and Women and Fiscal Year 1986 Annual Update of the Affirmative Action Plan.

The Plan has been developed in accordance with the U.S. Equal Employment Opportunity Commission Management Directives (MD) 707 and 707A.

As we pointed out in our Fiscal Year 1982 Affirmative Action Plan, the percentages of women and minority representation in the total professional civilian labor force cannot be uniformly applied to engineering and scientific occupations. This is particularly true of our largest occupational groups, Nuclear Engineering (840), General Engineering (801), Civil Engineering (810),

Mechanical Engineering (830), Physical Science (1301) and Health Physics (1306).

In order to produce more accurate data, the U.S. Nuclear Regulatory Commission, contracted, in 1984, with the U.S. Department of Energy and Oak Ridge Associated Universities to develop specific information pertaining to the representation of Engineers and Scientists in the workforce.

(A description of their data source is enclosed.) This information has been used to set the goals since FY-1985 in the engineering and sciertific occupations.

The computations for other profes-sional and technical disciplines were done according to the instructions contained in MD 707 using the 1980 census data report provided by EE0C.

The NRC will continue its efforts to recruit women and minorities, but the lack of available target group persons must be recognized.

In addition, every attempt will be made to sustain the achievements already made in the area of equal employment opportunity.

TABULATIONS OF GENDER AND ETHNICITY SELECTED ENGINEERING AND SCIENTIFIC OCCUPATIONS U.S. CITIZENS IN THE EXPERIENCED LABOR FORCE Prepared by Oak Ridge Associated Universities Manpower, Education Research, and Training Division Labor and Policy Studies Program Oak Ridge, Tennessee DATA SOURCE The National Science Foundation's (NSFs) 1982 Survey of Natural and Social Scientists and Engineers was the primary data source for special tabulations requested by NRC. The survey is based on a sample taken from the 1980 Census of Population.

Individuals were chosen for interview based on their occupation as reported in the decennial census, provided that they reported one of 52 possible engineering, scientific, or related occupations. The questionnaire was mailed in June 1982 to about 138,000 persons. There were about 97,000 respondents to the survey. Overall, the survey represents about a 3 percent sample of the population of scientists and engineers.

A special objective of the NSF's 1982 survey was to obtain improved estimates of the number of female and minority workers in the scientific and engineering community. This goal was achieved through rather extensive oversampling of females and minority workers in the target occupations. While a detailed analysis of differential in sampling rates for the various group has not been performed, it appears that females and minorities were, on average, sampled at a rate of two to three times their share of the labor force.

RACE / ETHNIC GROUPS The race / ethnic groups used in the data tabulations are as follows:

(1)

Native Americans; (2) Asian or Pacific Islanders; (3) Blacks; (4) Whites; and (5) Hispanics. Data tabulations include breakouts by gender as well.

Various i

summation (both numbers and percentages) are also present in the tables, such as total males and females are tabulated as well as totals for each of the race / ethnic groups, regardless of sex.
