OBSERVATION AUDIT OF THE CIVILIAN RADIOACTIVE WASTE MANAGEMENT QUALITY ASSURANCE DIVISION AUDIT OCRWM-ARC-98-18 OF THE OFFICE OF CIVILIAN RADIOACTIVE WASTE MANAGEMENT AT WASHINGTON, DC

Dear Mr. Rousso:

I am transmitting the U.S. Nuclear Regulatory Commission (NRC) Observation Audit Report OAR 98-03 of the U.S. Department of Energy, Office of Civilian Radioactive Waste Management (OCRWM), Office of Quality Assurance, Yucca Mountain Quality Assurance Division (YMQAD) compliance audit of the OCRWM Quality Assurance (QA) program being implemented by the OCRWM office in Washington, DC. The audit was conducted on August 10-13,1998.

s This audit evaluated the implementation of the OCRWM QA program in Washingtori,lDC, to determine whether it meets the requirements of the Quality Assurance Requiremeryts and Description (QARD) document. The audit was performed by verifying implementation, adequacy, and determination of effectiveness of the QA program, as well as verifying compliance with the upper tier requirements.

The audit team concluded that the OCRiNM QA program had been satisfactorily implemented.

I One deficiency was identified whereby, QARD applicability statements were omitted from Requirements Analysis Sheets. The NRC staff agrees with the audit team finding and lp],

recommended action. The NRC staff determined that the audit was effective and that the kg j.

OCRWM QA program implementation was adequate.

YMQAD should continue to closely monitor implementation of the OCRWM QA program to ensure that the deficiency identified during the audit is corrected in a timely manner and that future QA program implementation is eifective.
