Dear Ms. Hwang:

In accordance with Section G.5,Iask Order Procedures, of the subject contract, this letter definitizes Task Order No.1. This effort shall be performed in accordance with the enclosed Statement of Work and include the contractor's proposed option for additional site visits.

Task Order No.1 shall be in effect from September 29,1998 to December 31,1999. The total cost plus fixed fee for this task order is $37,806 in which the amount of $35,006 represents the reimbursable costs, and the amount of $2,800 represents the fixed fee.

Funds in the amount of $37,806 are obligated to incrementally fund this task order.

Title:

Scoping Study of Potential for Sabotage of W:6 Task Order Nurnber: 1

1. Obiective; The objective of this task is to perform a preliminary review of the potential for fatal consequences to the v'orker or member of the public from sabotage of the processing of uranium hexafluoride (UF.) at regulated fuel facilties to assess whether protection against such sabotage is warranted, or, if a definitive assessment is not possible, identify any issues requiring resolution to make such an assessment.
2. Level of Effort:

It is estimated that this project will take approximate!y 320 hours0.0037 days <br />0.0889 hours <br />5.291005e-4 weeks <br />1.2176e-4 months <br /> of effort to complete.

3. Eeriod of Performance:

The period of performance for the work specified in this task order shall commence on the effective date of this task order. All work and reporting shall be completed by Dec. 31,1998.

4. Scoce of Work:

For this scoping study, the contractor shall perform the following tasks considering only a select few NRC-regulated facilities possessing and\\or processing UF.. As a minimum, the facility information to be reviewed in this scoping study shallinclude a gaseous diffusion plant (Portsmouth or Paducah), a uranium conversion facility (Allied-Signal), and a low enriched uranium fuel fabrication facility. For each facility considered, the contractor shall:

1) Determine the quantity of UF that could be released by saboteurs with the capabilities of the design basis radiological sabotage threat defined in 10 CFR 73.1(a)(1), including assessment of scenarious involving solid, liquid, and gaseous UF.
2) Provide a preliminary estimate of fatal consequences that could result from such sabotage.

(Perhaps this could be based on models used in the existing safety analyses, and the information referenced in section 5 below.)

3) Identify any issues that would need resolution to make a determination whether a significant potential for fatal consequences exists that warrants sabotage protection. These identification of these issues should consider:

Whether other regulated facilities possessing or utilizing UF6 and UF in transport would need to be considered.

5. NRC Furnished Materials NRC shall provide the contractor with a copy of:
1) Accident analyses for the selected facilties.

6._ Meetinas and Travel:

' All travel associated with this task order shall be approved in advance. All such travel shall result in trip reports, which may be issued separately or as part of the next monthly letter status report. Copies of separately issued trip reports shall be submitted within 15 days of the completion of travel. It is estimated that a minimum of 2 trips to NRC Headquarters, or its immediate vicinity, will be needed for the purpose of: (1) discussions with NRC on work requirements of this task order, prior to commencing work; and (2) discussions with NRC on development of contrector products as circumstances warrant. When practical, telephonic conference calls may be held in lieu of meetings at NRC Headquaters.

7. Deliverable Products / Schedule:

Thc contractor shall prepare all deliverables in WoroPerfect 6.1, unless directed otherwise, and submit to the NRC with a paper and disk copy as detailed in the scr,adule below. Draft forrnal technical reports shall be submitted to the NRC Technical Monitor at least 3 weeks in advance of the final'.echnical report due date Draft products will t,e noted as such. Final technical reports shall be responsve to NRC comments on draft reports and shall be presented to NRC edited and ready for NRC publication if necessary, a) The contractor shall provide NRC a letter report describing conclusions of tasks 1 and 2 by October 23,1998.

b) The contractor shall provide NRC, by November 20,1998, a draft final report describing results of the study, including identification of any issues that would need to be resolved.

c) NPC will provide comments on the draft report by Decembe-21,1998. The contractor shall provide NRC a final report incorporating responses to NRC comments on the draft report by December 31,1998.
