20555 IN RE:

BRUCE A. STAMBAUGH DOCKET NO.

55-5912 LICENSE NO. OP-4527-5 EA 88-23 REPLY TO NOTICE OP VIOLATION I admit, acknowledge and regret that during the period of 1977 through August of 1984 while stationed at the Peach Bottom Power Plant i

Control Room non-technical information was read by me, particularly during the third shift after my assignments were completed; and that on occasion I assumed a reclining position in my CRO chair perhaps 1

suggesting to others that I may have been inattentive.

i This non-technical reading violation occurred primarily as a

1 result of the overall management of shif ts and shif t responsibilities, a pattern of condonation or acceptance of the activity, my lack of personal recognition of the potential safety ramifications, coupled with undue reliance on the automated mechanical response to safety action.

I had earlier corrected my personal non-technical reading hsbits on or about August of 1984; thereafter, limiting my reading to company J

publications and technical

reading, however, I

tolerated others continued non-technical reading.

From 1986 until the shut down, I was not in the control Room due to a training program.

I now solily limit my personal reading in the Control Room to technical reading and assume no posture whatsoever which would lead others to believe that I was unduly relaxed or (nattentive.

I believe I have attained 100% of my objective as of this time.

I have, in addition, undergone the PFE 1

$$[ONON: b 7

program which has greatly increased my awareness and sensitivity to i

safety ramifications of not only my personal actions but my fellow i

j employess' behavior.

Through this experience, my

training, my overall increased l

awareness and assumption of responsibility to the Public, the NRC and

.I, myself, I shall continue to strive for 1004 personal compliance and l

also that others within my orbit shall adhere to the same.
