Operating License No. DPR-50 Docket No. 50-289 Response to Inspection Report 50-289/88-04 In response to your recomendation in Inspection Report 50-289/88-04 dated March 7,1988, GPU Nuclear Corporation met with members of the NRC Staff on April 26,1988.

As discussed during that meeting, GPUN has revised Corporate Procedure 1000-ADM-1291.01 "Procedure for Nuclear Safety and Environmental Impact Review and Approval of Documents" to provide guidance to reviewers in the detennination of whether a document or change has the potential to adversely affect nuclear safety or safe plant operations. The guidance incorporated into the approved revision 4 of the procedure is as follows:

"Question No. 3 on Exhibit 7 addresses the potential adverse affects on nuclear safety or safe plant operations.

In answering this question, broad consideration should be given to the proposed change with respect to its likelihood to affect nuclear safety or safe plant operations.

For example, one should consider whether the proposed change is likely to affect the operation of safety-related components or equipment.

In addition, one should consider whether the proposed change has the potential to increase the probability of occurrence or the consequences of any accident or malfunction of safety-related equipment, or reduce any margin of safety."

GPUN would like to reiterate that Question 3 and this guidance are separate from that portion of the Safety Review Process which ensures compliance with 10 CFR 50.59.

As discussed during the April 26 meeting, with issuance of this revision to the corporate procedure, all Divisions of GPUN intend to fully implement the two step Safety Review Process. There is no need for further NRC review of the Safety Review Process as requested by the referenced letter.
