SECY-85-208 - INCIDENT INVESTIGATION PROGRAM This is to advise you that the Commission, with Chairman Palladino and Commissioners Roberts and Zech approving, ap-prove the staff's plans, as described in SECY-85-208, to improve the existing program for the investigation of signifi-cant operational events.
Commissioner Asselstine would have preferred the establishment-nt a Commission-level Office of Nuclear Safety with executive and supervisory authority over accident investigation.
Com-missioner Bernthal proposed that OPE carry out a comprehensive study of the concept of a small ONS investigative team that vauld report directly to the Commission and that the Commis-sion use that study as the basis for establishing such a team.
In connection with his approval, Chairman-Palladino stated that the Commission reserves the right, in a given case, to form a special board when circumstances so warrant.
Commis-sioner Roberts noted that he approved with the understanding that this in no way reopens the Incident Investigation Coor-dinating-Group issue discussed in the Chairman's 1987 Budget memo of July 22, 1985.
He envisions the group (s) as being structured and working similar to the NRC Team on the Davis Besse Event.
