Dear Mr. Eckert:

We have received your letters dated March 17, 1988, requesting information related to Fermi 1 and forwarding questions related to Fermi 2 provided by Safe Energy Coalition of Michigan (SECOM). Some of the questions you raised, such as those related to Mark I containments, are generic issues that are being studied by the NRC. The other questions you raised, plant-specific to Fermi 2, have been reviewed by my staff. Based on our review of these questions, we have determined that none raise new issues which necessitate additional inspections or analysis to answer. We also determined that the answers to most of these questions are contained in the public record.

You also requested any information or studies regarding releases from Fermi 1 which would include any health effects on the population of Monroe County. A review of information available in the NRC document control system did not identify any specific documents dealing with information or studies regarding releases from Fermi 1. As of February 21, 1986, however, twenty-four shelf-feet of archival records relating specifically to the operation and history of Fermi 1 were supplied to the Monroe County Library System.

Recently, the Monroe County Library was provided with a computerized database and microfilm files which are available for public use in searching for any publicly available NRC documentation. You may wish to provide SECOM with this information.

Notwithstanding the status of the generic issues and our findings on the plant-specific questions discussed above regarding Fermi 2, we will respond to each question. As we have discussed, we continue to devote additional NRC
