Dear Mr. Becton:
On December 30, 1985 members of our respective staffs met to discuss the impact of the recent Office of Management and Budget (OMB) passback on the Federal Emergency Management Agency (FEMA)
FY 1987 Radiological Emergency Preparedness *(REP) program.
As you are aware, the Commission recognizes FEMA's important mission regarding offsite radiological emergency preparedness at nuclear power facilities.
The NRC r e l i t. s on FEMA for essentially all offsite reviews and evaluations to make determinations on preparcJness according to NRC regulations for facilities to be licensed and those currently operating.
The maintenance of a viable REP program is critically important to the accomplishment of our respective missions.
We are concerned about any proposed reductions in funding for FEMA's REP program.
Reductions in this program have the potential for a major adverse impact on nuclear power plant eegulation and licensing.
Please advise the Commission of the impact of the OMB Budget passback on offsite emergency preparedness reviews and, exercises of NRC licensees and applicants.
For our part, we intend to continue close cooperation with FEMA to accomplish our respective emergency preparedness responsibilities.
