In the Matter of ) Docket No. 50-260 Ter.nessee Valley Authority BROWNS FERRY NUCLEAR PLANT (BFN) UNIT 2 - M..NAGEMENT SELF ASSESSMENT (MSA) 0F READINESS FOR RESTART Since 9arly 1986, TVA has taken significant steps to improve the management of its nuclear program, including actions directly related to the restart and saie operation of BFN. Comprehensive action plans to close open issues (both at the TVA corporate level and BFN specific) and demonstrate operational readiness for BFN unit 2 restart are discussed in the Revised Corporate i Nuclear Performance Plan (CNPP) Volume 1 and BFN Nuclear Performance Plan (BFNPP) Volume 3.

While our commitment to the programs described in the CNPP and BFNPP remains unchanged TVA is placing increased emphasis on lessons learned from experience gained from restart of the Sequoyah Nuclear Plas.t (SQN) and similar experiences from the nucicar industry. There is within the industry a trend toward increased self assessment both for startup preparations and as a routine program to achievo and maintain excellence. The Operational Readiness Review (ORR) conducted by TVA prior to SQN unF 2 restart determined that self assessment was instrumental to readiness prepatations. TVA has, thereforo, decided's.o place increased emphasis on soif assessment during startup  ;

preparations at BFN.

l 1 have directed that a management soif assessment of readiness for BFN unit 2 restart be conducted. The objective of this MSA is to ensure a high lovol of readiness for the restart and continued safe and reliablo operation of BFN. 6 The MSA will encompass the following elements:

(1) Validation of the accomplishment of restart readiness preparations (

described in the BFN Operational Readinocs Program and quality of open item closuru thecush appropriato self assessments at tho working level.

.. Mr. James C. Partlow August 24, 1988 (2) Independent reviews of restart readiness preparations conducted by organizations internal and external to TVA, including an ORR similar to that performed for SQN restart.

(3) Overview by the Senior Management Assessment of Readiness Team (SMART) of the adequacy and quality of restart readiness preparations. This team consists of the seven Vice Presidents of Nuclear Power that report to me. Using the information on plant' readiness from line management reports, independent reviews, and their personal observations. SMART will '

make a recommendation on BFN unit 2 restart to me.

Enclosed is TVA's program plan for conducting the MSA. I would like to meet with you at your earliest convenience to discuss the MSA.
