PEACH BOTTDM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD AUGUST 8 - 29, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

s ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD August 8 - 29, 1988 1.0 Plant Status As of 8:00 a.m. on August 29,1988, Units 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit.

The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 535 of its seventh refueling outage that began March 13, 1987. Unit 2 maintenance repair work is currently underway on 38 of 48 systems. Maintenance outage work on ten systems has been completed.

In addition, two other systems are ready for closure.

Unit 3 is in day 334 of its seventh refueling outage that began October 1, 1987.

The pipe replacement contractor demobilization is complete.

The Unit 3 reactor cavity was reflooded on August 26, 1988.

3.0 Items of Special Interest 3.1 The licensee completed an ultrasonic reinspection of the Unit 3 reactor pressure vessel manway access hole covers on August 16 and 17, 1988. Both covers appear to have crack indications which confirm the results of the inspections conducted during January 1988.

Repair and/or replacement for the Unit 3 covers is being planned.

The licensee considers that the Unit 2 inspection results, which found no indications during May of 1988, are still valid.

3.2 On August 11, 1988, the NRC proposed fining PECo and 33 of 36 present and former NRC-licensed reactor operators for inattention to duties at Peach Bottom.

The NRC has proposed to fine the company

$1,250,000 for failing to detect, report and deal with inattentive operators, and supervisors who condoned it.

The NRC proposed fines, ranging from $500 to $1000, for 33 present and former operators of PECo, involved in sleeping and/or other acts of inattention to duty.

Three operators have been cited for violating NRC requirements, but have not been fined because they had been licensed for only a brief period before the Shutdown Order issued by the NRC to suspend the Peach Bottom operating Itcenses on March 31, 1987.

3.3 On August 27, 1988, the security contractor was turned over from Burns Security to Protection Technology, Inc. (PTI).

4.0 Other Items of Interest 4.1 The licensee made three Safeguards Event Reports (SERs) during the period. On August 12, 1988, the licensee reported that a QC inspector was dei,ied access to the site because of suspected marijuana use. On August 24, 1988, the licensee reported an inattentive watchman that was found asleep at the Unit 2 drywell entrance. On August 27, 1988, the licensee reported discovery of a degraded security barricr.

For each of these events, the licensee took appropriate action.

The NRC is reviewing each event and will include the results of that review in a future inspection report.

4.2 During this period the licensee made two NRC emergency notification system reports. On August 22, 1988, a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> notification report was made rcgarding loss of both fire pumps.

The licensee returned one of the pumps to service and repairs are in progress on the other pump. On August 29, 1988, a four hour notification report was made regarding an engineered safeguard features actuation on Unit 3.

The actuation was caused by a loss of power which occurred during a large motor start.

The licensee re-energized the power supply and reset the isolations.

The NRC resident inspectors are following the licensee's review of these events.

5.0 NRC Activities During the Period 5.1 Three NRC Resident Inspectors and a Projects Section Reactor Engineer were assigned to monitor plant activities between August 8 and 29, 1988.

These individuals consisted of the following:

- Reactor Engineer Areas inspected included operational safety, shutdown order commisments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

5.2 NRC specialists were on site as follows:

One specialist reviewed emergency service water repairs, erosion / corrosion program, and Unit 3 manway covers during the par!od August 5 - 12, 1988.

Two specialists reviewed masonry block walls during the period August 15 - 19, 1988.

Seven specialists are reviewing emergency operating procedures during the period August 22 through September 2, 1988.

Two security specialists reviewed security plan and prJgram implementation during the period Auaust 27 through 29, 1988.

The results of these inspecti,ns will be the subject of future NRC inspectico reports.

5.3 Two specialist inspection reports were received during the period.

An inspection report (50-277/88-25; 50-278/88-25) concerning the licensed operator requalification program was issued on August 12, 1938.

The inspection was conducted from July 18 to 22, 1988. No violations were issued.

An inspection report (50-277/88-27; 50-278/88-27) concerning the emergency preparedness program was issued on August 17, 1988. The inspection was conducted August 2 to 4, 1988. No violations were issued.
