RESPONSE TO SEPTEMBER 10,1998, LETTER

Dear Ms. Fields and Mr. Darke:

I am responding to your letter dated September 10,1998, in which you discussed the recent meetings on the regulatory framework for uranium recovery facilities. These meet: .gs were held by the U.S. Nuclear Regulatory Commission (NRC) staff in four cities throughout the West. Because your letter did not identify any health and safety concerns, I am not providing a detailed response to you. This is consistent with the June 16,1998, letter from Malcom R. Knapp, Acting Director, Office of Nuclear Material Safety and l Safeguards, to Mr. Darke. As I indicated in my September 2,1998, letter to both of you, formal comments on the National Mining Association White Paper can be sent to:

Hoyle Secretary of the Commission U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Copies of transcripts from all four of the meetings may be obtained from the NRC Public Document Room (PDR). Copies of the staff's trip report will also be available in the PDR once it is completed. With respect to your request for copies of the International Uranium Corporation (IUC) May submittals, copies of those documents in NRC possession can also be -

obtained through the PDR. As I explained in my September 2,1998, letter, the initial submittal by IUC was withdrawn, and no information would be available in the PDR. The PDR can be i reached at (202) 634-3273.
