SUBJECT:
MINUTES OF CRGR MEETING NUMBER 129 The Committee to Review Generic Requirements (CRGR) met on Tuesday, February 23,1988, f roin 1-4 p.m.
A list of attendees for this meeting is enclosed (Enclosure 1).
The following items were addressed at the meeting:
1.
G. Arlotto (RES) and S. Aggarwal (RES) presented for CRGR review proposed final Revision 2 to Reg. Guide 1.100, "Seismic Qualification of Electric and Mechanical Equipment for Nuclear Power Plants," endorsing (with two i
exceptions) existing industry standard IEEE Std. 344-1987.
The Committee recommended in favor of issuing proposed Revision 2, containing only one of the two proposed exceptions (Positions) and other minor wording changes, as an effective Reg. Guide for use by licensees / applicants.
All the reco= ended changes are to be coorcinated ith the CRGR staff.
This matter is discussed in Enclosure 2.

The Committee reviewed a proposed NRC Sulletin, "Inadequate Latch Engage-ment in GE HFA Type Relays" requesting a one-the inspection of all HFA relay; used in Class lE service at affected f acilities, and repair or replacement of relays that fail to mei.t specified criteria provided by the relay vendor.
The Comittee recor.nended in favor of issuing the proposed bulletin, subject to two substantive changes and several minor wording modifications (to be coordinated wit 5 the CRGR staff).
This matter is discussed in Enclosure 3.
3.
The Committee reviewed a proposed Generic Letter backfitting a requirement that each PWR licensee implement a program to detect, locate, evaluate, and repair borated water leakage that could degrade the reactor coolant boundary.
The Comittee recomended in favor of issuing the preposed Generic Letter subject to several wording changes (to be coordinated with the CRGR staff) and notification of INPO in accordance with the NRC/INPO Memorandum of Understanding.
This matter is discussed in Enclosure 4.
In accordance with the E00's July 18, 1983 directive concerning "Feedback and Closure on CRGR Reviews," c written response is required from the cognizant office to report agreement or disagreement with CRGR recommendations in these fq

The response, which is required within five working days after receipt of these meeting minutes, is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the E00 for decisionmaking.
