Dear Mr. Sanacore:

This letter responds to your letter of March 23, 1988 concerning generic General Employee Training (GET) for NRC staff.

In that letter you referred to your earlier letter of July 17, 1987 to Mr. T. O. Martin of my staff; to my reply in a letter of October 19, 1987; and to a meeting with the NRC staff on February 4,1988. At that meeting, Mr. Jerre Forbes and Mr. Jon Bergeson of your staff talked with Mr. L. J. Cunningham and Mr. James E. Wigginton of the i

Radiation protection Branch, U.S. NRC Office of Nuclear Reactor Regulation, the 3

Branch which is providing technical oversight for this training.

.u In your letter of March 23, you again expressed your desire that the GET provided by NRC to its staff include, as a minimum, all of the elements con-tained in the ANI/MAELU GET criteria and that NRC develop a detailed training

documentation program for NRC GET consistent with the guidelines of AN!/MAELU Bulletin 80-1A. Also, you suggested the use of a self-audit program, which you provided, to assist in developing the records program consistent with Bulletin 80-1A.

As indicated in my October 19, 1987 letter to you, the course content of NRC generic training is similar to the course content specified in the ANI/MAELU criteria; however, we do not believe that line-by-line comparison of NRC course centent with the AN!/MAELU criteria is appropriate. Also, as indicated in my October 19, 1987 letter, the records-retention practices contained in AN!/MAELU Bulletin 80-1A, Revision 2 go beyond the requirements of the NRC.

We are, as you know, developing a new generic GET training program.

Current plans have the NRC Technical Training Center in Chattanooga, Tennessee respon-sible for this generic training. This program will result in more consistent j

3 training for NRC regional and headquarters employees and in a consistent and i

centralized system of records of that training. Most of the AN!/MAELU criteria will be incorporated as the nomal record keeping process of any professional, technical training organization.
