0802 Jim Davis, DMG, called in location for today and tomorrow. Posted.

0805 , Called Owen M/W, we are unable sto get confidence tones from Lukens.

0814 Fallout Winds Data out on CLETS and to al1 OES Regions on T/C.

0833 Owen, M/V advises that Lukens is okay...the tb1 is Mt Zion has low tones.

Comm tech is presently on way to another job. Zion will wait until they can get to it. We can access thru CLERS/4-WIRE.

0910 Received 3 pages T/C from Natl Grd.

0919 CAP closed out ELT 8-0326/88-070. EL7 deactivated in a A/C junkyard in -

Gilroy, in a 3 yr old crash.

( 1016 NAWAS test completed. No State test performed due a loud squeal on 070 i when I rang the ekt. Stopped after 2 minutes.

Opened ticket 860-300D.

1018 Dave Gildersleeve, RWQCB-4 advised that they have worked out an agreement with OES R-1 hereas we can telecopy minor spills to Reg-1 and mark them for l RWQCB-4, who will check with/ pickup spill several times each day.

1030 1 Pat Flannery and Bill Ramsey, AT&T entered W/C for 3B2 Computer work.

1038 Berkeley Seismic Lab called to check their drop. Still open each way.

Says that Pac Bell is working on it from their location.

1039 Rick /AT&T Sacto advised that he shold not work on the stuck bell at present l due to Oakland / Berkeley working. He will monitor the net and hold the ticket.

t$@ I called Ben Tong and advised him that someone from FPP should respond to the W/C to handle the R/S calls. He forwarded me to R. Tobin & he advised he would call them and have them stop the testing until after the Warning Controllers returned from their visit to R/S; wher, their would be addittional staffing in the W/C. ( 1133 88-00918: Oxnard FD reported 500 gal spill of Calcium Ammonium Nitrate" that is flowing into a "drain" . They are unable to get information on

,                            the spill due to a staffing at F6G (who cannot respond). I patched the call to CHEMTREK. Chemtrek could not provide the info immediately                                   as we call #3(in line). I advised Oxnard to bang up and I stayed on                                   the line until CHEMTRV, answered and then provided the info and number                                 and they said they would call them directly. Due to the workload at Oxnard FD I told them OES would call later this afternoon for the details on
                          ,  the spill.

1140  ! 88-00919: Contra Costa OES relayed information of antif reeze dumped in-to the walnut Creek Channel. City Public Works has the spill contained and they are cleaning it up. 1025 Safe opene'd'and some material released to E. Baumgarder. 1210 Advised RWQCB4 of several spills T/C to R-1 office and they should have someone pick them up immediately...ref: Ventura spill. 1210 Received call from J. Anderson and h.!C requesting I read them the U. E. forms filled out by W/C from Rancho Seco's U/E on Wednesday. I request-that they call back after 1400 hrs. I advised him that I had a "seperate" alarm for an interruption of the circuit & that alarm had not gone off. He suggested I bring it to the attn. of somc'ne at the control center at Rancho Seco. (B. Tong and R. Tobin aware of situation and will contact R/S.)

1145 Al V. advised Unical/Willmington advised of a low level sulfur re-lease at 0100 - 0200 hrs this date. Not sure if it affected any-one in Torrance. Information and contact at Unical forwarded to EPA TAT team / Region IX. NO RAL MAT REPORT MADE/ awaiting confir-mation from EPA. 1145 88-01114: San Bernadino Go llealth reported arson case in Forest Falls. Subject was burning batteries, paints and solvents. It is I believed that surface water was contaminated. 1155 l 88-01115: Chem Waste Mgmnt reported 13,0000 lead sludge spill at j their Kettleman City plant. No waterways involved. 1240 SLO deputy sheriff toured W/C with L Buffaloe. 1253 88-01116: MSO Alameda reported a 5 gal JP-4 spill at Pier #2 NAS Spill was to water and has already been cleaned up by NAS pers. 1335 , Completed,all notifications on spills taken since 1010 hrs.

1415 88-01117: G.E. Nuclear reported 75-100 gal transformer oil spill in San Jose. PCB's assayed at 5 0 ". . Contained on transformer pad an'd no waterways or drains involved. All notifications completed. LE: 1300? NAWAS regional test completed. All stations answered 10-2. 1435 Region II is only station to send Data Net test to W/C(so far). 1450 Mr. Tobin in W/C and was advised of comments from Ranch Seco tech (see entry at 1136 hrs). He advised that he and Ben Tong were working on the problem with Rancho Seco management. 1512 Al Port requested contact with Ft Ord on CALWAS to see if no bell report had been corrected. I did advise her of the refinery fire @ Torrance [ Mobil. Health and Ventura Co S.O. Notifications to EPA pending: See next log entry. 1015 EPA requesting to hold all minor incidents for a while as they are all working on Torrance problem. I briefed A. Villerie and K. Klemm on situation. Klemm was already aware of report and had advised the callers to report it to A.Q.M. Board.

Employee intentionally dumped over-flow into storm drains. FD flushed storm drains with 7ater. 2205 NAWAS test completed. I started CALWAS test and noticed there was no ring on cicuit, nor could i hear any backgrou d noise on handset. I called the first 4 stations and received no aniver. I called CHP and they reported no bell received and no audio received from 0.E.S. They did copy NAT'L ro11 call. Mike from AT&T called and ran a test

with me. I have no ringing signal and no audio leing transmitted. .
