Section 1.2.9 of the TSAR for the Combustion Engineering DRY CAP cask for an ISFSI (dry storage) and the C-E QA program described in CENPD-210-A, Rev. 3, as referenced in chapter 11 of the TSAR, use the term

" safety-related."

10 CFR 72 ($72.80) requires a QA program based on the criteria of Appendix B to Part 50 be established and implemented for structures, systeme-yJ aoeponents of an ISFST that are "important to

[ g u,d y d efinition of the term "important to safety."

It appears that the term'" safety-related" in CENPD-210-A meets. the definition of "important to safety" in 10 CFR 72, i.e.,

the terms at'e used interchangeably.

If you agree with this assumption, please tso document in the TSAR or in CENPD-210-A.

Identify the items of the C-E DRY CAP cask which are important to safety (per 10 CFR 72) and are therefore controlled per CENPD-210-A, Rev. 3.

Section 1.5 of the' SAR states: " Combustion Engineering does not reference any othe'r' topical report in this report," yet chapter 11 references CENDP-2'10-A.. Since CENPD-210-A is a topical report, these statements appear contradictory. Clarify.
