Dear Chairman Zech:

The Nuclear Regulatory Commission will consider granting a full operating license to the South Texas Nuclear Project (STNP) on March 22.

Pursuant to this licensing, the NRC released a Safety Significance Assessment Team Report (SSAT) documenting the investigation of certain safety concerns raised by the Government Accountability Project.

The report concluded as follows:

(While there exist] no substantive safety issue that would warrant delay in the NRC's... license,

will continue to review) harassment / intimidation and wrongdoing ellegations.

...the NRC technical staff will further review the safety significance of any technical concern spun form these investigations.

While the SSAT report addressed some of the voluminous safety concerns, it failed to adequately respond to all the allegations.

Furthermore, since the possibility of further safety concerns is not denied by the report, these questions should be carefully investigated before a license is granted.

The NRC is entrusted with the responsibility of ensuring a safe and viable nuclear industry.

The interest of STNP partners and rate payers are best served by a safe STNP.

I strongly urge the NRC to more fully address these safety concerns before granting a license.
