NEl 98-03 On September 9,1998, the staff held a public meeting with the Nuclear Energy Institute (NEI) at NEi offices in Washington, D.C. The purl ose of this meeting was to discuss staff comments

' on Draft Revision 0 of NEl 98-03, " Guidelines for Updating Final Safety Analysis Reports,"

dated July 8,1998. The staff's comments were provided in a letter dated September 1,1998. lists the meeting participants.

NEl agreed to address the issues raised by the staff in the September 1,1998, letter. For only two issues did NEl propose substantively different solutions than those proposed by the staff.

These two issues concerned comments 28 and 37. Comment 28 addresses the use of the

- term " operating limits." NEl stated that NEl 98-03 would be probably be modified to delete use of the term, but that the guidance would retain language that normal operations and transients needed to be discussed in an updated final safety analysis report (UFSAR). Comment 37 concerned the extent to which temporary modifications needed to be included in a UFSAR. NEl

will propose as an alternative to only include in the UFSAR those temporary modifications for which no schedule has been established or that are planned to remain in place throughout the next periodic update cycle.

NEl stated that they expect to submit the Final Draft Revision 0 to the staff by September 30, 1998. NEl expressed that they desired to distribute Revision 0 at the October 19-20,1998, NEl's public workshop. The staff stated that they would attempt to provide addiional comments on the Final Draft Revision 0 in a time frame to support NEl's public workshop.
