! April 14 - April 29, 1988 ,

1.0 Plant Status f

As of 8
00 a.m. on April 29, 1988, Unit 2 and 3 are in a cold condition

{ per the March 31, 1987, NRC Order with coolant temperatures less than 212 ,

degrees Fahrenheit. The Unit 3 core is completely off loaded into the 4

spent fuel pool.

2.0 Facility Operations Summary  !

i Unit 2 is in day 413 of its seventh refueling outage that began March 13, ,

1987. Unit 2 maintenance repair work is currently underway on twenty-one of forty-three systems. Maintenance outage work on three systems has .

j been completed. Critical path work on Unit 2 is emergency service water

'1 ping replacement and testing of 121 motor operated valves. Unit 3 is in day 212 of its seventh refueling outage that began October 1, 1987.  :

New reactor recirculation piping installation is continuing and is ,

i approximately 55% complete.

4,0 Other Items of Interest 4.1 On April 14, 1988, the licensee notified the NRC that a half pint peach brandy bottle was found inside an electrical panel in the control room. Two engineers found the bottle while performing an ,

inventory of relays. The bottle was very dusty, dark in color, and l

, due to its location, was very difficult to observe. It appears that the bottle has been there for a number c' years. The 11censee is l

] l a performing an investigation to determinc confirmation of bottle l

] contents, fingerprint check, and liquor seal date. l 7 ,

4 4 4.2 On April 18, 1988, the licensee made an ENS phone call to notify the NRC that several safety related panels in the cable spreading room were not seismically mounted. These were found af ter further investigation into an NRC identified concern dealing with the seismic adequacy of panels in the main control room. Welding repairs to these panels will be complete before restart of either unit.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between April 14 and April 29, 1988. These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

During this report period, an unannounced Region I specialist inspection was performed of licensee emergency preparedness on April 19 and 20,1988.

An inspection report covering the details of this inspection will be issued in the near future.

A routine safety inspection of licensee emergency preparedness was issued on April 16, 1988. The inspection was conducted between February 29 and March 3, 1988. One apparent violation was issued concerning audits of annual emergency preparedness exercises.
