i Emersency Preparedness During 1985, routine emergency preparedness. inspections and observing the canual exercise were performed. No violations of NRC requirements by the licensee were identified by the inspections and during the emergency preparedness exercise; however, several itees that would improve the progree were discussed during the exit interview with the licensee.

The activitics of the coustics and the stctes cf Crcson and Wxhicatos during th2 October 16, 1985 emergency preparedness esercise were observed by FF.N4 Regicn X.

FEMA identified two deficiencies and same inadequacies that require corrective actions. The two deficiencies were failure to provide sufficient rcdiction monitoring teams to screes evacuees estering as assistance center cxd failure to provide timely notification to state moeitering teams. The state of Washington is preparing a response describiss the corrective actissa i

to b2 taken and is expected to send the reply to FEMA Region X by February 28, 1986. FEMA approval of the offaite preparedness under their rule 44 CFR 3Se will remain in ef fect since the deficiencies will be addressed in a test Q

scheduled for June 1986.

E Emerstney Response Facilitier (EOF - Operational)

Trojen has not yet completed its permanent emergency respease facilities. The permanent Technical Support Center (TSC) is operational. The Emergency

Oparations Facility (EOF) is still an interia facility with the permenest ese scheduled for completion by December 31, 1986. Sese weaknesses in fusctiosing of the Operations Support Center (OSC) were observed during the October 1985 exercise and the licensee is reevaluating the status of the present OSC to see whether it should remain as the permanent facility.

Significant Licensee Accomplishments Reorganized QA organization, effective 1/1/86.

Training received INPO accreditation in three areas, 12/85.

Plant capacity factor for 1985, approxiestely 73%, plant record.

s Plant Status IJnit at 100% power as of 2/11/86 Primary to secondary tube leak in the C steam generator of approximately 260 gallons per day.

Plant operates on a 10 month cycle and refuels each year la the spring to coincide with peak availability of hydro power.

Refueling outage scheduled to commence 4/24/86, 55 day scheduled duration.

Major outage work planned include steam generator inspection and repair, inservice inspection, containment integrated leak rate testing, reactor coolant pump motor inspection, low pressure turbine inspection, and replacement of feedwater heaters and associated piping. The plant is presently making preparations for the outage by staging of asterials in the plant and erection of scaffolding.

Equipment problems of note: Auxiliary Feedwster (AW) system has been identified to have a relatively poor reliability history over the plaat life. The licensee has initiated action to improve systee performance.

Efforts continuing.
