Dear Mr. Hagberg:
In response to your letter of September 11,1998, i am pleased to confirm that Mr. Carlton Stoiber, Director of the Office of International Programs, U.S. Nuclear Regulatory Commission, will be attending the Organizational Meeting of Contracting Parties to the Convention on Nuclear Safety.
As you note, in the absence of U.S. ratification of the Convention, Mr. Stoiber will act in a personal capacity as an expert advisor to the chairman of the Organizational Meeting.
I look forward to the time when the U.S. will be officially represented at Convention meetings and is able to participate in this important endeavor.
