In References 1 and 2, the Nebraska Public Power District (the District) submitted requests for amendments to License DPR-46 to change the Cooper Nuclear Station (CNS) Technical Specifications. The proposed changes would have: 1) deleted the maximum of s 108% of rated d7))'[
power for the Average Power Range Monitors (APRM) Rod Block Trip Setting in Technical Specification Sections 2.1.A.l.d and 3.2.C: and 2) exempted the neutron detectors from the channel calibration requirement described in Technical Specification Table 4.2.C. These changes are no longer necessary since CNS has received approval for, (Reference 3), and has implemented the Improved Technical Specifications (ITS). ITS already incorporates the exemption for the neutron detectors. The maximum of s 108% of rated power requirement for the APRM Rod Block Trip Setting was relocated with ITS to the Technical Requirements Manual (TRM). CNS will perform a safety evaluation, in conformance with 10CFR50.59, to justify the deletion of this requirement from the TRM.

By copy of this letter the appropriate State of Nebraska official is being notified in accordance with 10 CFR 50.91 (b)(1). Copies to the NRC Region IV office and the CNS Resident inspector are also being provided in accordance with 10 CFR 50.4 (b) (2).
