CONTRACT NO. 50-19 03 01/ FIN A-1756, "GEOCHEMICAL SENSITIVITY ANALYSIS" I have reviewed the March 1988 monthly progress report for the above 1- contract. May coments are as follows.

. Thank you for enclosing the revised list of deliverables which I requested of you during our telephone conference on March 31, 1988.

The consensus'of the NRC geochemistry staff is that item number 14, "Peer Review Workshop" is a high priority deliverable and should be held no later than August 1988. Please call me during the week of May'16, 1988 to discuss about the status of the activities in organizing this workshop.

. I noticed that you have not included the due dates for the final

version of item number 7, "User's Guide to Sandia Sorption Data Management System" and item number 13 "Final Sumary Report."

- Please let me know what your problems are in arriving at due dates for these deliverables I will try my best to work out with you a mutually agreeable schedule for completion of these items.

l . I am in the final throes of reviewing item number 4 on your list of deliverables. Comments will be provided to you shortly under l- separate cover as this review is completed.

- During sty telephone conversation with Christi Leigh on A)ril 27, 1988, I suggested that the titles for items 4 and 5 of tie list of l deliverables be revised to read as follows:

l l 426.1/A1756/TM/5/5/88 l 2 reportforMarch1988(datedApril 15,1988) six days beyond the duc date to NRC of April 15, 1988. As you know, the reporting requirements for monthly letter status reports is stated on page 8 of the NRC Statement of Work (dated September 29,1987) for this contract, FIN B-1756 as follows:

"The reports shall be due by the 15th of each month."

The rationale behind the above generically applied contract requirement is that it provides both the contractor (e.g., SNL) staff and the NRC staff at least ten (10) working days to report and to respond respectively about events that have occurred on the contract for the past inonth. Given the short time remaining on the contract, missing the due date for reporting by about a week or more has the potential for throwing the critical work and production schecules for the deliverables way out of kilter. Please recognize that the contract funding period ends at 9/30/88. Any delay up front in the schedule could further increase the time period for which the SNL have to perform the tasks to meet its contract obligations at no cost to the NRC.

I feel very positive and confident that given the excellent qualifications and capability of yourself, Christi and the other Sandia staff, if you would just follow the reporting requirements and the quality assurance procedures delineated in the NRC Statement of Work, the rest of our combined and coo]erative efforts of writing, reviewing, revising and publication of the tec1nical reports will proceed sreoothly and expeditiously to the credit of both the SNL and the NRC.

The action taken by this letter is considered to be within the scooe of the current contract (FIN A.7150). No changes to cost or delivery of .ontracted services is authorized. Please notify me imediately if you believe that this letter would result in changes to cost or delivery of rntracted products.
