It was reported by letter to the NRC that an emergency generator problem occured during a routine load test surveillance (CP-17). Apparently the engine stalled shortly after loading. Subsequent study revealed a large difference in initial electrical load dependins upon which ventilation exhaust fan was loaded on the generator (ie. running or standby). What reason is attributed to this?

Investigation showed that the electrical fuel pump was not operating due to open contacts in the control switch.
