Prairie Island Nuclear Generating, Plant, Units Nos.1 and 2, located in Goodhue County, Minnesota.
ENVIRONMENTAL ASSESSMENT t
1 Identification of Proposed Action:
The proposed amendments would revise the Technical Specifications (TSs) to change the values of the nuclear hot channel factor (F ) and the nuclear q
enthalpy rise in the hot channel factor (FAH) as they relate to the power distribution limits that are used in the departure from nucleate boiling (DNB) calculations for analyzing various potential accidents.
Specifically, F and q
F will have assigned values of ?.50 and 1.70 respectively, instead of the

The proposed action is in accordance with the licensee's application for amendment dated July 5,1988.
The Need for the Proposed Action:

i used in the analysis of the rod ejection accident; (2) increase the reliability i
factor (RF) applied to Doppler coefficient; and (3) ensure conservatism in all cases related to the revised SCRAM reactivity insertion curve and the updated t
rod bow penalty factor for the minimum departure from nucleate boiling ratio (MDNBR).
t Environmental Impacts of the proposed Action:
The Commission has completed its evaluation of the proposed revision to J
the TSs.
The proposed revision would change the F and F factors to q

specific values of 2.50 and 1.70 respectively, instead of determining theso factors based on a functional curve related to both values.
The evaluation I
i demonstrates that operation of the plant does not exceed the acceptable thermal limits and is bounded by previously approved safety analyses.
In addition, the impacts of operation in the proposed manner are within those impacts evaluated i
in the Final Environmental Statements related to operation of the facility, j

Therefore, the proposed change does not increase the prcbability or consequences
{
t of any accident, no changes are being made in the types of any effluents that I
may be released offsite, and there is no significant increase in the allowable i
i individual or cumulative occupational radiation exposure.
Accordingly, the

Commission concludes that this proposed action would result in no significant radiological environmental impact.
i With ragard to potential nonradiological impacts, the proposed change to l
J i
the TSs involves systems located within the restricted area as defined in 10 CFR Part 20.
It does not affect nonradiological plant effluents and has no Other environmental impact.
Therefore, the Commission concludes that there are no significant nonradiological environmental impacts associated with the i
proposed amendment.

The Notice of Consideration of Issuance of Amendment and Opportunity for l
Hearing in connection with this action was published in the FEDERAL REGISTER 1
on July 29, 1988 (53 FR 28737).
No request for hearing or petition for leave to intervene was filed following this notice.
Alternative to the Proposed Action:
l Since the Comission concluded that thsre are no significant environmental i
j effects that would result from the propo. ' action, any alternatives with equal or greater environmental impacts need not be evaluated.

The principal alternative would be to deny the requested amendment.
